I just uploaded my HTML and site pics into my CPanel index. And everything came up with red X'S and I've been trying to find out how to link my HTML and pics now that the location changed, but its not working.

Someone PLEASE tell me how I link my pics and HTML together.

Look at the HTML source of the file.

See where it says <img src="....">

What's it say in the src?

If it begins with file:// then it's still referencing files on your hard drive. You need to change it to just be the image name - like <img src="something.gif"> - or if you have an images directory on your hosting company server, something like <img src="images/something.gif">
