i need a background process monitor

Hi guys, I'm going to sell shell accesses to my users. There will be 3 packages. First package users will have 1 process, Second package users will have 2 process, ...
Now Is there a good background process killer for this job? Or is there another way to do this ? I want to know how people done this. I tried to restrict max number of process in /etc/security/limits.conf but i get resources temporary unavaible messages. Thats why i want a user or group based background process monitor and killer. Group based would be better. Cpanels background process killer kills all psybncs etc. I can't use it. Please help thanks.
