I need a custom theme

I need a custom cpanel theme created. It actually should be very easy for someone who knows how to do it.

Here's what I need:

I need the exact same layout as the iconic except everything
needs to be disabled except for webmail, web/FTP stats, add/remove mail, and file manager.

Now, when they click on anything disabled, I want that to take them to a specific page called upgrade.html
