If you are looking to create your own theme, I would recommending taking an existing theme, copy it and tweak it to your heart's content.

Themes are stored in /usr/local/cpanel/base (with each directory within having directories for the various themes)

If you are using cPanel 11 (EDGE) and just want to brand instead of creating an entirely new theme, the process is far easier with the new live editor. Just go to WHM -> cPanel -> Branding and then click on any of the themes that have an [Edit Live] next to them. You can then change virtually any of the graphics in these themes - even the icons in case you don't like the icons bundled with X3 for instance.

The branding feature is available in cPanel 10 but isn't nearly as easy and cool as it is in cPanel 11 in my own opinion.

Thanks David, do you know where the Portuguese translation is located also? I'm using rvskin. There are several mistakes that I'd like to correct ;)

That and other language files for cPanel are available at:

    http://lang.cpanel.net/

I'm unsure if rvSkin overrides those language files in favor of their own - but for straight cPanel, that's where you will find language files and instructions on how to install it. It's really an easy process, just takes a lot of words to explain :)

I see there's only European Portuguese. May I submit the translation for Brazilian Portuguese? If so, to whom?
