I would like to implement a billing management script for WHM

Hi to all.
We're Russian developers who would develop a billing script for the WHM (something similar to the ModernBill).
Anyhow, there is a problem: I'm not in the hosting business, so there is no reason for me to purchase a cpanel copy for the development process only.
It would be great if someone could offer a server with WHM and cpanel installed on.
In my turn, I would be glad to offer a free copy of the billing script (and free support/updates) to this person or hosting business.

Does the development copy cost something?

There is a small administration fee with the development licenses, but they have very strict criteria for giving them out. As kris1351 says, contact them at that email address
