IMAP Broken, Firewall Not Blocking Port, User/Pass Correct

I'm unable to get at my imap server through telnet or Outlook Express, and yet /webmail is functioning normally. Although only one user is really affected, I would like to clear this problem up before it spreads as more people use the server. Here is the error Outlook Express gives:
