IMPORTANT question about "Account Modification" option in WHM

I am planning to allow my resellers to have access to "Account Modification" however there is a note there:

"Account Modification (warning: this will allow circumvention of account creation limits, give shell access unless explicitly disallowed, dedicated ips, etc)"

How can i explicitly disallow the reseller to give ssh access, dedicated ips, etc??

I hope to get answers ASAP. Thanks
