In which config file can I set the values for:

MAILQUEUE_BATCH_SIZE

and

MAILQUEUE_BATCH_PERIOD

I think you're referring to PHPLIST, which I don't think has anythign to do with cPanel bu here it goes...

Those changes are in the config/config.php file

Yes it is is PHPLIST but I want to make a global change to those variables just so that users can't set them to anything but what I allow it to bee. According to the PHPlist config file it it possible to do just that.
