Incorrectly creating accounts

Hi,

below is what I sent to my host. he directed me here

Whenever I try to create a new account (via WHM) I am getting 403 errors on the website instead of say the cpanel screen.

I opened up the accounts supposedly created and the only thing in the folders for the usernames are .bash_profile. There is not even a public_html file or anything like that, nothing.

I am not sure what happened and how it can be fixed, someone suggested an issue with Bind or cpanel setup and to contact you.

To my knowledge I havnt changed any cpanel settings. I was editing php.ini recently but should that affect this? And I added only one line to it.

Do you have root access to the server?
