Is it possible for me to create, on a seperate server, a corresponding cpanel account per client, where backups can be copied to and restored from for each user, instead of a user having to download their own copy to their home computer and restore it from their home computer? By creating a plugin that would allow the restoration of a backup, form an icon in cpanel?

We do not compress our backups, then we rsync them to a backup server. We created an FTP account for the users and they can ftp into the backup server and download whatever file they need. We offer this as a paid backup system. they can grab a public_html file or sql file whatever they need to restore. I know it is not what your asking for but it was the best solution we could come up with.
