Since the forum changed skins, I'm unable to see your access level.
From the screen shot you provided I'm guessing you are a website owner, or have a hosted plan, and are having problems logging in to your Cpanel.

If so, then the people who host your plan are the only people who can assist on this one.
You'll need to contact your service provider.

Hi I have had this issue before.

ISSUE 1
The issue i had was in CPHULK i blocked all countries other than the ones i had clients which blocked not only WHM access but everytihng for cpanel.

the best thing to do is if you are fully blocked out is use a vpn to a country you can access and do it this was to unlock yourself.

ISSUE 2
The second issue i had was the server running out of available resources as i was using a VPS. You can try a reboot which will work although once the resources are used again then you will run into this issue again. I upgraded the memory and i have not seen this now for a while and im running on 5GB which has been more than enough for now but this would depend on your VPS usage. Id install the Munin plugin and monitor what is being used and decide from there :)

ISSUE 3
Finally if this is for an email account then you need to use the email address :)

I'd be inclined to go with this first, most commonly this is the source of the issue.
