I believe that the newest versions require a licence and hence the latest version that is installable through Cpanel is the latest version around that does not require a purchasable licence.
Licensing restrictions prevent cPanel Inc from distributing the IPB 1.3.1 Final Product. Go and google "1p3p1Final.zip" and you might be lucky enough to find a mirror.
