IP Deny Manager Not Working

My client has blacklisted an IP address using IP Deny Manager but it seems that the visitor using that particular IP address is still able to access his website.

I did a test on his account to blacklist my own IP address and even after I have done that, I would still be able to access his website.

Why is it not working? How do I make it work?
