IP Deny Manager not working?

Hello:
A couple of days ago, my client has set IP Deny Manager to deny access to
41.205.
41.204.

I checked the settings.

But he says that he received two fraudulent orders from 41.204.?.? yesterday.
Are there some types of access that IP Deny does not block?
