Most common demand for Websites in Germany is to prevent complete logging of ipadresses when visitors are connecting to your site. The threadstarter might was asking for such an solution.
There mods for apache, which help to prevent leaking IPs into all kind of logs and webapps.

The alternative to write 127.0.0.1 into every log via such an mod is to shorten IPs.
Google Analytics where forced to offer that solution to be able to be used in Germany again.
