I have tried to search for the answer but to no avail. It seems that I dont know enough to properly search for it if its ever been answered.

I need to know how to make it so that the ip points to the username.

Right now, just the ip points to the root publlic_html.

I suppose you know what its supposed to point to, Considering that the ~ symbol is not a standard url code, it must be directed by apache, I tried to look in the http.conf for anything that looked out of the ordinary, Right now nothing.

I am extremely new to this and need a solution asap.

Also anywhere I can look to find a simplified and easy setup tutorial?

    Try
    IP/~username/ <-----

If it doesn't work, maybe mod_userdir is enabled.
