Please paste the output of the following command:

# grep -H '' /var/cpanel/envtype /usr/local/cpanel/version
If it's a VPS environment, it's possible there are missing iptables modules that will need to be installed on the VPS hardware node. Also, check to see if there are any third-party firewalls such as CSF installed.
