    How can I know if someone is using IRC on my server?

    Sure you can !!!

    try this step :
    (do this as root)

    1. type command : ps -ef <--- list process and see if there is unexpected program running
    2. type : top <--- and see what happen, usually irc related software like psybnc/bnc/eggdrop/ircd/ebounze/etc hugh consume resources.
    3. try to find any irc related software at their home : find /home -type f | xargs grep "bot"
    change bot to bnc, psy, etc.... to find them
    then try to find at another directory
    4. Make sure you run some firewall and disallow outbound to ip 6660-7000 (irc port) or just allow trusted port.
