I dont have Cpanel yet, but I am thinking about getting it. I would like to offer web hosting and IRCd hosting (+ services) on the same box. Will CPanel have problems with my users running IRCd's and stuff on their shell account?

It will have issues depending on how you set its internal security settings. In a particular mode, CPanel will kill all bot processes & any daemons that appear to be IRC in nature.

If you allow your users to run shells & bots wholly related to IRC your webserver will be hacked, it's not a question of if, but when.
    :p

A RedHat linux webserver is not a very positive or safe environment for dozens of shell accounts that spawn off irc bots and/or servers......... leave that to BSD machines that are tailored for IRC alone.
