Is a graceful reboot basically a reboot of the server?

Or does it have consequences? Or is it just a way to restart the server?

Its safe to use a gracefull reboot, its not a hard reset like pushing the button, which can cause problems :)

The way I understand it, it is like the shutdown button in windows.
The forceful reboot is like pushing the off button.
