We are planning to offer a free second level domain registration similar to uni.cc

But since we cannot fully develop a script similar to theirs, we are planning to use cPanel "ADD DNS ZONE" feature

But in order to do that, we will need to purchase license from cPanel

My question is, since the cause is for non-profit, and domain is totally free, can cpanel give a free license for non-profit cause?

I am a bit puzzled as to what you are doing exactly.

Are you planning on providing hosting accounts or just the web address to use like UNI.CC and point the addresses to sites hosted elsewhere.

For the former, I can understand getting Cpanel but you might want to setup wildcard DNS and make a couple of quick modifications for that which would allow you to serve all the addresses without the need to update any DNS zone files once setup. Been there, done that. ;)

For the later, I don't see any reason why you would need Cpanel. A simple general purpose LAMP setup could handle your registration and all you need is a script backend to make the necessary zone updates.
