Is it possible to change an email quota by the command line? (not using cpanel)

    If so, how?

We don't provide a utility for that. You would need to modify files by hand.

Stop hovering to collapse... Click to collapse... Hover to expand... Click to expand...

If "not using cpanel" is more important, I'd suggest you install ConfigServer Mail Manage:
    ConfigServer Mail Manage

Stop hovering to collapse... Click to collapse... Hover to expand... Click to expand...
