Whenever I create any account I get same problem.
Is it Cpanel Bug?

Did you ever enable quotas to start with on the server? Try going to WHM and running the "Initial Quota Setup" feature.

Also, are you on some kind of VPS/VDS server, liek Virtuozzo? The /dev/vzfs is a bit odd for a full dedicated server.
