Ack, can you believe I found the answer just 10 seconds after my last post?

Cpanel: Jail Shell - Web Hosting Talk

"In WHM under "tweak settings" there is an option to "Use jailshell as the default shell for all new accounts."

You can set "Jail Shell" to be the default for SSH access under "Tweak Settings" in WHM and if you really must hand out SSH access, it would probably be better to use Jail shell than regular Bash or ZSH.

    HOWEVER ...

I strongly do not recommend allowing SSH access to your users!

Jail shell does not give you any significant protection and allowing users SSH access can be extremely dangerous from a security standpoint.
