Is there a plugin for allowing and disallowing IP addresses for FTP

I have a web site

Please can you tell me if there is such a plugin that will ask your user to allow there ip address before making a connection with ftp.

I would be looking for something where is has the following

A text box would automatically pick up the users wan ip
they would click ftp unlock and have the option of 1 or 5 hours, 1 day a week or open all the time. and also a close feature

If the ip address wasn't in the ftp unlock allow lis they couldn't make a connection to ftp.

Is there something like this around or could i pay some one to create it for me
