This script maker is saying that fopen is blocked on the server but it says it's on in the php.ini file.

I use phpseux but that shouldn't do it.

    maybe modsecurity?

    Thanks!

I´m running fopen withouth problems on a cPanel server. Shouldn´t be anything else than to activate it in php.ini.

You can also activate it per directory using .htaccess or php.ini. But if you put a test.php file (with the content <? phpinfo(); ?> in the same dir as your developer have problems with, and on accessing test.php in your browser, it says that fopen is On, it is probably on.
