We have three external dns servers but still run bind locally.

Can I shut it down? I mean if the dns is all external can you think of any reason to still run it locally?

    Thanks!

IF you don't use it in /etc/resolv.conf there's no point in running it. However, for busy servers, especially email, then using a local DNS resolver can have significant performance benefits as opposed to using a external resolvers.
