I have 4 Cpanel servers, all running the latest STABLE version.

Apparently any site hosted on all of these boxes have a default chat room going at port 2084.

Anyone, anytime can access port 2084 and start chatting away.

There doesn't seem to be any way to enable or disable this by each site, or any settings to tweak in WHM.

Isn't this some kind of problem to allow every site to have a default chat room? Server resources? XSS? Bandwidth quota drain, etc. I'd like to at least be able to turn it off like shell access, etc.

If I'm over reacting, let me know. ;-)

    Go on, have a guess
We turn them off for our servers for the reasons you're making:

WHM > Service Manager > entropychat > uncheck
WHM > Service Manager > melange > uncheck
    (Save)
WHM > Feature Manager > default > Chat Rooms > uncheck
    WHM > Feature Manager > default > > uncheck
    (Save)

All gone. If you have a firewall, remove access to port 2084.
