Is this email spamming?

Would you suspend user1 from your server? - I'm not sure if the 7614 is actuall email messages send? Can anyone confirm that?

Why is the message count for that particular user so high? - Right now there are 350 messages in the mail queue. The majority is send by user1 and other users are experiencing mail problems. - Would you recommend that I suspend him or close his account? .

Without talking to the Client, or having a look at one of their eMails sitting in the queue, it's hard to know what to do -- or answer to give.
