Is this possible?

    I have a linux server with centos and whm.
    Lets say i am buying only an ip adress from lacnic or some other ip provider.
    When i have received my ip from india i am adding it to my cpanel/whm others.
    Is it then possible for me to setup a website working with the new ip?

    No you would need to buy a block of IP's and route them via BGP or something similar. You will need to confirm with your host if they will advertise BGP route's for you first
