Is "we do not authorize the use of this..." an informative text?

When I do a telnet domain.com 25, I recive this message "we do not authorize the use of this system to transport unsolicited and/or bulk e-mail".

Is this a normal and informative text from the mail server Exim or means that the client is not authorize for send email? In that case, how can I do to whitelist the clients ip?
