Issue with Host Manager Name

    We have a server (running the latest Cpanel), it was provisioned with abc.com. The hostname is server1.abc.com. We use NS1 and NS2.EVERYDNS.NET for our name servers. We currently have abc.com registered at another name server. We currently have that domain running a site on another server that is not cpanel. We are attempting to build a site at the new server. But if we go in http://66.139.55.55/~abccom it resolves to the old server; at a page not found. So my question is there any way we could construct and test this site without first moving the domain name over? We want to leave the other site running while we make the move and test. Also could we set-up a bogus second site and then make some changes to the httpd.conf referring to the new site and everything work. I understand we may have to make some changes in the web page code to do this. I am looking for any suggestions versus reprovisioning the server. Thanks in advance.
