jailshell - error: Could not exec SHELL

    I've a jailshell problem, if I connect from one server to another I got this error message:
    PHP:
    Could not exec SHELL: /bin/bash
    Connection to cp1 closed
    .
    I tried to execute jailshell on localhost, with no luck:
    root@cp1 [/usr/local/cpanel/bin]# ./jailshell
    Could not exec SHELL: /bin/bash

    My System:
    WHM 10.8.0 cPanel 10.8.2-R119
    Fedora i686 - WHM X v3.1.0

    OS: Fedora 4

    Any Idea?

    BTW: I tested it also on my fedora 2 boxes, remote ssh connect works, local don't
