Hi,

KernelCare "just" handles updates/patches to the kernel - not server software updates.
You can check which services requires a restart by running needs-restarting and from that decide if a full server reboot is required or it's enough to just restart the services listed.

This is correct, the output of this is needed to understand what needs to be restarted
