Language Troubles

    I've searched and found some threads, but nothing helps. First, how do I allow a user to change language packs in WHM? I can't find it anywhere. I see where I can do it in edit accounts, but I need them to be able to.

    Also, I don't even see a menu choice in cpanel after I add languages, where should in be, using x2.

    And finally, I have added a Russian pack, but the encoding in cpanel is defaulted to western, how can I set the encoding to utf-8?
