Left behind Apache connections increasing

Can anyone advice? I am using cPanel and Apache 1.3.3.4 and the apache connections shown in 'Apache Status' is always increasing my the day. It seems some scripts my client using, like 'fetch' etc are leaving the connection open even though they have finished their purpose. As a result the connections showing in 'Apache status' can reached up to over hundreds in a week.

Anyone can advise what the exact problem is and how can it be prevented? Some of the connections are being shown below:
