Is there a way/add-on for users to be able to modify their own DNS?
No, and I seriously don't recommend it either!
We tried 3rd party editors which worked fine but the moment the user inputs something invalid, they can bring down the entire DNS server and that is a major consideration; Even without that kind of trouble, there still exists the possibility that users could misuse entries added to zones and cause damage pointing hosts where they should not be pointed.
Cpanel already allows users to change their own MX records if permitted by the server administrator, and add new entries to DNS by adding subdomains, Addon Hosts, or redirects so additional DNS editing is really not necessary.
If a client truly need something unusual outside of changed mail server directives or subdomain addresses that you host, then your best course of action is to add the requested DNS entries yourself and lean away from having the client make custom changes themselves.
Yes, I would also not recommend to let users change their DNS records from cPanel.
I recall at least one enhancement request about this, I'm not sure this is the one I'm rthinking of, but it is one of them.

This feature is implemented in cPanel 11.25. Two interfaces are available:
simple and advanced. The Advanced Editor will allow near full control of a
zone, while the simple edit only allows adding certain RRs and deleting ones
created. All domains owned by an account are available for editing. A Roll back
feature allows the server owner to undo catastrophic changes.
Use of both editors is governed by feature list entries.
