Limit Bandwidth Speeds selected users on WHM

Hey guys,

I'd like to limit the port speed for selected users on WHM.
eg. Only let a certain user download and upload at 5Mbits

Is this possible?
I've been looking at NetHogs and I have users sending up to 100Mbits
which is an issue.
