Referring to this to add an administrative tool to the cpanel for user accounts.

Is there a way to limit visibility of an icon to administrative or root user? Would features do it? Alternatively, and perhaps better is there a way to add an icon next to the cpanel icon in the "list accounts" table in WHM?
I saw this, but it seems to be just for adding a link in the menu along the left sidebar.

I'm writing a plugin that authenticates to third party software based on your cpanel/whm login. I'd like to use one click logins from whm or (admin override) cpanel.
