limit root privilege's of a particular user.

I have a strange requirement just wanted to know if its possible or not. Currently we are using whm version 92.0.9. What I want to achieve is block a reseller to create account. But allow them to view all the existing account created by root user and manage them. Before the had All Feature Access level of root privilege's which allowed them to do everything. But now I want the privilege's to create account function and other function related to account creation revoked of certain user. I know this can be done if we revoke All Feature and define the required Account Management privilege's. But by doing this they cant view all existing account in the WHM created by other user. I want them to view the existing account(even created by root user) which will let them troubleshoot the existing account. I know this is strange requirement, but I want my employees to do everything like trouble shooting, modify existing account but not create a new account.
I will be grateful for any kind of sugesstion.

Hey there! I don't believe there is a good way to do this without giving the reseller full privileges. I tried a few different combinations of things on my end but I was only able to see accounts the reseller owned and not the entire list on the server.
