Limit the mail storage each user

Hello,
i want to migrate from Parallels to cPanel, but i found that cPanel
includes the using of mail storage into account space.

This is a bad solution.

For example i have this plans:
Package A: 100 MB Webspace and 500MB Mail Storage
Package B: 500 MB Webspace and 1GB Mail Storage

if i migrate to cPanel this would be happen(for new customers):

The customer needs only 400MB Webspace no mailspace, so he choose the package A.
And this would break my business...

So is there a planned solution for seperate mail storage?
Or can i unlimit the mail storage for all users?

thanks for reply.

If we ask Hosting-Providers, who dont offer unlimited hostings, the hard disk of the server are only about 60% used.
So the mail storage should for us(or for me) "no problem".
But if we think there are email providers they offer >5GB mailspaces for free, and we hosting providers offer
a webhosting package with 200MB space WITH mail space included, so there is "something" wrong.

Im not the only one who wants the "feature" and this "feature" is implemented for several years in other control panels....
And this can not be a logical problem, because most of big companies differentiate between webspace and mailspace,
but not the cPanel "community"?.

I'm disappointed about cPanel that simple features like php.ini can not be control over panel,
and in some situtations for customer is allowed to change parameters like memory_limit to max. easily via php.ini
in home folder.

that means i must use other control panel software..
