Limited number of recipients

I have a user who is having issues with sending mail to his mailing list. He has about 160 users in the list and when he attempts to mail to that list he gets an error stating that there are too many recipients.... He can successfully send to 20 recipients, but not more. I am assuming that this is something that can be changed in Exim. How is that done? What are the possible repercussions of changing that?
