Limiting PHP values

Hi

How can I set limits that my users can't override? I would like to set limits for eg. memory_limit.

If I set a value for memory_limit in WHM's MultiPHP INI Editor, is that the default value or the max value?
My users can change that value to whatever they like. How can I limit this?

The limit set in MultiPHP manager from within WHM is not able to be overridden by a user adding a higher limit within the MultiPHP editor within cPanel. They can change the value but if they set a value higher than what is set within WHM it does not take effect.
