Limiting server resources to users

Hello,

1) It is possible automatically limit a user to consume no more of 25% of system resources for longer then 90 seconds?

2) It is possible to know and to restrict the number of disk inodes consumed by each user?

3) It is possible limited the Databases MySQL to 8 max user connections with a max query time of 5 seconds.

For system limits you may want to consider
/etc/security/limits.conf

Looks Like he wants to restrict users like Giants do, eg. Hostgator, bluehost, etc....
