Limiting Shell Processes?

    I try to look through other posts to see if my question has been answered before I post, I couldn't find anything on it, so here it is. If you wanted to offer web and shell hosting, is there a way to assign quotas for the shell aspect of things, especially pertaining to processes? The company who's selling me the dedicated server offers cpanel/whm, along with several other control panels, I'm leaning towards cpanel/whm, but would like to know if there is a way to limit the number of processes someone can run.

    On linux, part of the PAM security package can be controlled by a configuration file in /etc/security/limits.conf that allows you to restrict such things. This is control panel agnostic.
