Local copy of php.ini not working

    I upgraded php to 4.3.11 last night and rebuilt apache using WHM.

    I have php suexec enabled.

    Today, it appears that local copies of php.ini within users public_html directory are no longer overriding the default setting.

    Any ideas? Did a search here and Google and came up empty.

    I truly appreciate any help.
