Both require a license, so no. cPanel you can do a test lic with but not fantastico.

Wordpress is pretty simple to setup, you could do so without any control panel. There are a lot of docs out there for it.

You do not require to install cPanel and/or Fantastico if you want to install wordpress in your local system. You can just install wamp or XMAP (both include Apache+PHP+MySQL) in your system and then you can install wordpress locally.

cPanel/fantastico does not do anything fancy with wordpress - it just sets it up automatically. There are no additional security features it enables or what not. You will be just fine :)

Fantastico is a best auto installer to install third party softwares from WHM/cPanel. But since you want to learn the things it is better to go for a manual installation.
