I would like to setup a small cPanel server in my internal network for developing of websites, not public accessible, but solely for creating an account, load and design the clients account in it... then when client site is done, i will upload it to my PUBLIC server and delete the local copy...

Can I get a non-public access developing license for my internal (IP=192.168.2.90) cPanel server for free....?

You'll need a public facing IP for the cPanel licensing server and you will need to actually purchase a license.

Feel free to contact Customer Service about this for clarification:
