Location / Language Drop Downs Blank

The only option I have is English. I would like to add other languages for some of our clients. In themes and WHM the drop down is completely blank. I have clicked the "rebuild the locale databases" link but it is not correcting the issue.

Could you elaborate on which specific area of cPanel or WHM that you only see English as an option? It might be helpful to post a screenshot.

Have you tried forcing a cPanel update? If not, please do.

That should have worked for this sort of thing. Please open a ticket to cPanel Technical Support when you have a chance.
