If you are direct customer of cPanel or are an indirect customer who has purchased priority support, you can login at http://www.cPanel.net/store then in the "Contact Us" menu select "Submit a Support Request."
If you are a Partner NOC, submit your support requests via Manage2.

Unlike sales and billing tickets, you cannot open a support ticket simply by emailing an address. You must go through the process of submitting a support ticket via http://tickets.cpanel.net/submit (or one of the previously mentioned methods in my previous post).
